PC is going to be more complete, and just because of kb+m a little easier to control. It'll be easier to really get into the crunch of the game on PC. But if you're looking to play in a more laid back way, anno is good for that. I think a lot of people here aren't giving enough credit to being able to sit back on the couch and relax with the game.

Wait for a sale, they happen very often. As a huge fan of the game - I recommend buying the biggest, baddest, fullest-of-content version you can! The base Anno 1800 is fantastic, and worth it imo. Here is a video I found helpful when it came to DLCs: Anno DLC Buying Guide.
